Pierce Elevated Screwdriver Sighting

I spotted this screwdriver while driving home from work.  The screwdriver was located on Interstate 45 just past the end of the Allen Parkway on ramp and underneath the West Dallas overpass. The screwdriver appeared to be a Phillips head screw driver with a black plastic handle about 6 inches in length.  It was lying on the inside shoulder and would have been impossible to stop for even if the rules didn't forbid it.
